Help with engine block heater cord pass thought

I found a couple of folks who had put a NOCO GCP1E AC Port Plug through their lower air dam to make an external connection for the block heater. I wanted to go through one of the lower front bezels. The bezel (Part # 68414296 AA -01) was $15 (include both sides) at the dealer so I picked up a set and set about getting it cut and ready. Because the port plug is setup for a flush installation I went with a nut/blot setup vs the self tapping screws and found another little problem
The PROBLEM I'm having is with sealing the "end product". Because the bezel isn't as flat the bottom part of the air dam the gasket included with the port plug isn't going to seal anything out and It's plastic to plastic (and my chemistry is a little out of practice) I don't know what sealant to use around the hole.
I've attached a couple of photos of the proof of concept for the project (I used the extra drivers side bezel to test clearances and such....The final version will use nylon locking bolts with washer to distribute the pressure).
Any idea of JB Weld Plastic Bonder vs Permatex Silicone RTV sealant will work? I don't want to breakdown or deform the bezel plastic and I don't know what type of plastic it is to lookup the chemical interactions.
Anyone done this sort of filling/sealing before?

I would even think of putting a marine grade silicone on it as its more waterproof.
