Nope.. looks like a poor repair and not a factory defect looks like sh*tty body work and paint, notice how much better the paint work is above then notice the trash or something else inside the paint.

I was literally going to say something similar. Someone used that body crease as a paint break, and didn’t prep it well.
Probably need to have that area stripped down to see how much rust is really there. there might be enough metal there to make a proper repair.
