Gunning it down hill

I have a 21 and have noticed I have to keep my foot on the gas to maintain my speed if it's a gradual decline. When it's a steep decline my rpm goes to 3000 or higher and my speed slowly increases. Is this typical? I'm a new RAM owner and confused.
 
Your RAM has vehicle attitude detectors. They know if you're ascending a grade or descending.
On a downgrade, when you take your foot off the gas, your RAM thinks you want to slow down and will help with speed control by downshifting the transmission and, if cruise control is engaged, apply brakes for you to maintain set speed. You can thank the vehicle attitude (and speed) detectors for this action.
Similarly, starting on an upgrade will maintain gears longer between upshifts. Again, the vehicle attitude detectors.
This is normal behavior.
