I have purchased a used 2021 Ram 3500 and i'm looking for some assistance on the grid heater. I live in Nebraska and do not have the ability to park in a heated garage so the grid heater is an important feature for me.

Problem:
The reason I do not think it is working is this last week twice i've had trouble getting it started when the temperature was only just below 40. I also have a 2nd gen ram and it exhibited all of the same symptoms I had in that truck before I fixed the grid heater. And yes I'm fully aware of the grid heater bolt problem and once I get it working I will replace it with one of the better options out there.

Background:
The previous owner did a bunch of deletes and presumably a custom tune based on the fact that the DEF is empty and there is no warning about it. I do not have access to that person so I have no idea what all was done. The truck and engine are incredibly clean other than that. The truck came from Texas and the grid heater bolt is very solid. It does not visually appear that anything was done to the grid heater. The wire is in place between the grid heater and relay, and relay and battery, and the control cables are plugged in. The second time I had issues I was able to put a meter on the grid heater bolt while starting and I did get 12v on the bolt but it still did not start straight away. I stuck a camera in the intake horn and the grid heater looks to still be in place. I have done no other testing beyond this.

Next steps:
It's not cold enough for the truck to attempt to use the grid heater so i'm stuck on how to continue troubleshooting. Is there a way to manually trigger the grid heater relay? Are the control wires on the relay analog (ie: can I apply voltage and test the relay and heater) or is the relay a canbus device. Any other recommendations would be greatly appreciated.
 
This is a 1500 forum, so not likely to get much traction here.
That being said, can you ohm out the heater element?
Not sure what it should read, but it won't be OL on the meter. 0 would pop a fuse.

If the truck is still tuned, I hope you have the device the PCM is married to or the original PCM if it was swapped out.
