Does someone making $15/hr really have 33.33% withholding?
At $5/gallon, 20 gallons a week works out to $2.50/hr in a 40hr week.

While I agree with the sentiment, the math has me scratching my head.
Somewhere around 11% fed, 6.2 and 1.45 for soc sec and medicare. Without state tax 18.65, workmen's comp, union or other. Round to 20% for convenience and he takes home 12/hr or 480 for the week. 20 gallons at $5/gal and he has $380 left, which leaves him about $9.50/hr. Of course this doesn't take into account sales tax or inflation on items purchased.

My take: $15/hr in the current climate went no where or lost ground.
