Front axle disconnect plug expected voltage

I am trying to diagnose an inoperable front axle disconnect. I want to make sure the correct voltage is being sent through the plug to the actuator. 1 pin is ground, the second one is a constant 12 volts, the third is 4 volts that drops to 0 and shorts to ground when four wheel drive is requested by the DTCM, and the fourth is reading 1.3 volts. The fourth one is the one I'm a little iffy about, I'm not sure if that is correct. Does anyone know or is able to check if that 1.3 volts is normal?

Can't help with the voltage, but did you already swap in a new actuator?

That solved my problem along with cleaning out the electrical connector that was covered in oil...
