Fog light problem

One of my fog lights (passenger) comes on every time I turn my headlights on. Both fog lights are on if I turn on the fog light switch. Standard issue halogen, no LEDs.
Is this a common problem?
I’m guessing It’s a CANbus issue?

I just learned yesterday that these come on when you turn on your turn signals or turn the wheel when the lights are on. Maybe it thinks you are doing that even if you are not.
