A quick Google search, looks like it's something a 3rd party sells to a dealership, or a fleet company, to track their vehicles. It says non cancellable profit for dealer. See your dealer.

It may be something the dealer put on the vehicle, to track in case of theft from them. I don't think it's anything you should pay for, if you didn't want it. Did you order, or buy off the lot? If you bought off the lot, and it was listed, before you bought, you should have asked them.
