Campaign V21 wheels and tires

This campaign v21 was listed on apr 6th 2019 under recalls in the my mopar app. Has something to do with wheels and tires. Looked like it was for the off road group ones but not sure. When selecting it, the page is not available. Anyone know what this is?

Would be nice if it is a replacement program for the crappy, no traction tires that came from the factory...
