Brand new 2025 Ram 1500 Rebel X rpms all over on cold start

I have a brand new 2025 Ram 1500 Rebel X, whenever I start it up after it's been sitting it sounds like it's surging or revving up and down significantly until it warms up and the rpms come down. Is this normal?

Not sure if it is normal, but my 2025 Rebel X does the same thing on cold start.
