Billet aluminum won’t rust, but will oxidize depending on how it’s coated during manufacturing (electroplated, painted, etc.). The oxidation process actually protects the aluminum from further oxidation. Steel will rust if air* gets to it. Aluminum doesn’t handle bending very well, it tends to crack and break. Billet Aluminum will be marginally lighter than steel.
I’d choose billet for this application because I hate rust, but that’s my opinion.
*Air, meaning the air we breathe. It’s a mixture of gasses and contains some moisture. It’s not the same as pure oxygen.
I'd personally choose a steel spacer. Aluminum corrodes and will basically deteriorate over time. The rust on the steel would be easier to control. But once the struts are installed, you will probably never see them again.
