Anyone know the difference in air-ride shock absorber part numbers?

Trying to identify what's different between these air-ride components. Anyone have an idea? This would be for a 2019 Rebel -- every part number says it fits.

Number 23 looks right as its the bilstien shocks.

That was my thought too but wondering about the ones half the cost that also fit.

I believe all the air bags are the same. Its the shock that is different due to valuing.
