2021 Dodge Ram Laramie wheels lock up while Driving

Why do my wheels lock up on uneven terrain or even sometimes when I'm turning? I did install new 24inch custom rims and tires. The Dodge dealership couldn't even figure it out. They probably did no real test drive because south Florida mechanics are overwhelmed and short on hand.
 
24" wheels don't make a difference. What is the circumference of the tire? What size tire are you running? If you go to bigger tires, you need to program the BCM so the computer knows the distance traveled per revolution. The good old days of just swapping tires and call it a day is long gone.

Depending on the size, it is possible to go out of correctable size. I don't remember offhand, but it was tires over certain diameter, of lift, but you can go out of the adjustability range. Then things like accident avoidance, and auto cruise won't work, if you have those. As I recall, but I may be wrong, the limit is 35 inch high.
 
Perhaps your new tires are too large to fit the wheel wells when turning or flexing the suspension. Are you driving around in 4wd in dry conditions?
