2019 Ram Laramie 1500 5.7 eTorque won't go into 4wd

I needed 4wd (snow) for the first time in over a year, pushed the 4 auto button got "4wd shift not completed retry shift" message. 2wd works, 4wd auto, 4 high and 4 low will not engage. The lights on the dash flash like it's trying. You can hear it trying about 5 times and there is clicking sounds coming from the transfer case area then I get the message on the dash. I researched online for a couple hours and everyone said the actuator was bad. I installed a new actuator that did not make a difference. I've checked the fuses "all are good" albeit I have no idea which fuse controls the actuator. How do you test the actuator to ensure that it is working? I feel as though I have watched and read everything I could find online to no avail. Has anyone else experienced this with a successful repair? I've owned the truck since new, it has 81k, excellent condition, never been off-roaded or in an accident. The truck has never had a maintenance issue other than a new battery a couple months ago.

Ideas??
 
I have seen where the DTCM becomes frozen/locked up/brain dead. With a scan tool o can just perform an ECU reset and it will start working again. You could try performing a battery disconnect and see if thay helps.
