It looks like there are tabs on the top and some mounting tabs on the bottom too. It looks pretty secure. I haven't crawled under the truck to see how the current covers are attached.
These are closed, non-see through. The Baja lights, or any other flush mount light would mount on the front, outside. I've searched and even found some lights that are 3x6 that would fit on the grille piece too. That would fill that space a little better like you want.

I have a 2020 Laramie with factory flares. I just put 18 inch Fuel Rebel 6 on with 275/65-18 Toyo ATIII this weekend. The wheels are -12 and they come out perfect! I have been playing around on Custom Offset's website for months and pulled the trigger.
I did the same thing. I got a couple of wireless pads and a plug in for 115 volt. Then used two sided tape and put them on. They work really good and quick charging.
The top left picture is similar to what I was envisioning. Removing the hooks, then purchasing the bezels that fit in the tow hook spot. Then cutting out a hole for the lights to mount. 5thgen.ram did this on his truck with five pods and it looks really good.
I see what you mean Liquid Lion, however I have never even come close to using the front hooks. I don't realistically think I ever will. I do think they were a great idea for trucks, and they look good, but I never go offroad and only tow a trailer, do yard work hauling, and Home Depot runs. I...
I would remove the towhooks, and just have a light there if possible.
