I called customer service and they gave me an availability of late july for lifting the ordering restriction.
You can swap to the protection group which has the tow hooks and skids but lose the upgraded shocks with the 1" lift and all terrain tires.

I did my own digging because i was starting to question my dealer, i spend 15 minutes on the phone with Ram customer service and he did confirm to me that there is indeed an order restriction on the "offroad package group". He stated that the lift on the restriction eta was end of July.

His exact words are " Ram is restricting the off road package due to a recall so they are not moving forward to the build. There is no eta as of now its a restriction on ordering with no eta for the fix"
I have seen offroad packages on the lots as well.
I am curious if its not a shock/strut supplier issue. i know the rebel has a unique strut and so does the offroad package compared to the regular models.
send me a PM and i can explain my situation a little more and provide a little proof. In general i do think deals are to be had but stumbling upon them seems difficult.
I just ordered a black edition bighorn pretty much loaded with everything... offroad package, ramboxes, alpine speaker package, led lighting, tow group, bed utility group and i got $9,350 off. Works out to be 17.5% off MSRP.
