I’m not sure if they fixed the website, but I received a reply to my pdf application submittal saying they received it and it was being processed. Seems like the emailed application workaround is working. Sent from my iPhone using Tapatalk

Called Bonus Drive today - the rep confirmed that they're having technical difficulties with the website and VINs. She e-mailed me a PDF application and said I could e-mail the completed application back with a picture for proof of ownership - no need to mail a paper copy. We'll see what happens!
