My assumption is a CAI works in conjunction with a tuned high flow exhaust.
Its nice combination in my GT. Sounds similar to a 15 Challenger RT Plus manual i owned in 2018. It was completely stock. But was loud af. Neighbours hated me.
You can also use jumper cables to manually power up the starter. Or at least see if the solenoid is pushing the gear out. Works better than tapping on the casing.
I would start with a belt change. My ‘22 has 81K and is beginning to fray.
Is the whine more or less pronounced while air conditioning is engaged? Also, any electric motor rebuild shop should be able to put new bearings in an etorque generator or even rebuild it.

My guess is axle bearings. Had a instructor who owns a garage tell our class 2019s were bad for rear end bearings and scored axles were quite common repairs in his shop.
