No. Clay bar can damage or remove ceramic. In theory, a mild clay bar used gently may be OK but most pros say no. Also no need to coat ceramic (it is the final coating), have it renewed every now and then.

I'm sure it is repairable, probably a couple thousand with panel paint and no real blending. If you don't really care about it, drill a 1/4" hole at the bottom of the crack (make sure it is the end of the crack and does not continue on) to stop it from spreading.

Just looked and did not find. Need to search every now and then, or wait until Ram makes them available. I could see this being a popular "up badging" for our trucks, I looked as I would put it on my older Rebel.
Looking at live data is a good idea. As followup, with the part replaced twice already, I would inspect the connector on the BCM and the harness it connects to. This could be as simple as a corroded or bent connector pin.
