Nobody is saying anything is 100%, but whether you agree or don't, they do have paint issues. And yes Powdercoat can chip, but more resilient than painting.
Poor quality is also an issue, which RAM is known to have issues with. I don't think anyone is disputing rock chips, but 19K miles with major chips is an issue.
I've seen many with rock chips on the front. Mine with 100K definitely has quite a few rock chips. It's the nature of the beast with painted front ends. You can always have it fixed, wrapped or pull and powdercoat matched, depending color.
I'd suggest go looking at a Rebel as I think the struts are side indicated, unlike the regular OEM. My guess factory uses same strut for either side and come pre-built, which would make sense why you see the difference depending what side they get mounted. Just thinking out loud here, as it's...

That doesn't look too bad, but also taken from a lower position then side position. I think the major issue is for droop when off-roading that lowered or stock vehicles would be fine.
