I had a similar problem on my truck and it turned out to be the Body Control Module (BCM). The dealer changed it out after replacing the headlight and foglight units on the one side didn't fix it.

I don't get ice here in Central Florida, but I do get condensation from time to time. The heated mirrors get rid of that condensation. You don't need ice for them to work I don't think. That's what I remember although it has been quite a while since mine have fogged up.
