Clean the throttle body. I'm guessing the throttle plate sticks so the throttle motor overshoots, then backs off too much, over and over and over. If it's something else, no big deal, you haven't hurt anything and it doesn't cost much.

Check the connection on the back side of the 7way.

Why wouldn't you? I've never pulled a trailer with mine but I use tow/haul all the time. On easy uphills it stops hunting between gears. On downgrades it does more compression braking. In no way does it interfere with top speed or lock out any gears.

Unless you have a pressing need for B+ on your cigarette lighter, just switch the fuse over to the Key-on side and use a small spade terminal in the now-empty B+ slot. Or find a B+ fuse underdash and use a piggyback tap, something like this Robot or human?

That filter in the lid is part of the evaporative emissions controls. Any residual gasoline in the intake or the crankcase are supposed to get captured in the carbon bed. Then when the engine is running, the airflow carries it off to be burned. That filter doesn't need to be replaced. Unless...

If you ever remove the tailgate, it covers the plugs that you unplugged. I suspect it prevents the BCM from going nuts and sticking all kinds of messages on the dash about tailgate ajar and camera not found and so on.

I'd suspect the battery first. There are countless posts here wherein a "tested good" battery caused all kinds of electrical gremlins. Second thing I'd check (and it's not something easily done at home) is alternator pattern aka diode test. There are three sets of diodes and if one goes bad...
