There was a safety recall way back when. A poor ground connection could intermittently cause the power steering to malfunction. Might be worth looking at the battery ground connections.

The battery voltage display in the dash/evic is pretty much right on the money. 13.2 sounds normal for a battery that is charged up.

Sounds almost like my truck when starting with my foot on the brake. It could be the ABS charging up. Try taking your foot of the brake pedal at the moment you press the start button and the starter motor engages.

Had my rear window replaced under warranty. Was good for two years, cracked again, did the permatex.

That would be my second step after making sure the terminals and ground connections were clean. What is the voltage under load when attempting to start?
