Honestly only thing that may help would be a bed cover. I don't have one, but would like to get one to hide stuff, any added fuel efficiency would be nice.

You mean the up and down buttons on the back side of the steering wheel? if so there should also be a small round button in the middle, between the up and down. Middle button flips through your favorited channels.
285/60r20 is 33.5x11.2. Can't go much wider with stock wheels as the inside of the tires will touch your upper control arm. Unless you add a small spacer..
I would assume the 33.5 would fit stock no lift or level.

What rpm are you cruising at when you have the drone? I have a Borla S type and do not have drone. However I typically stay in 8th gear or the highest gear it allows when at cruising speed. So 55mph and above i'm in 8th, and rpm's around maybe 1600, don't remember exactly.

More I think on it, bad fan clutch maybe or bearing. I'm not even sure if our trucks have electric fans or clutch fans. Quiets down when no wind forced into it like when driving. Even slow speeds you'll get a lot of wind pushed through front end, could be it's putting the fan in a bind.
So the sound stops at 15mph but resumes right away when you press the throttle to start driving again? And it's the same sound, same volume, and doesn't vary with speed or rpm?
Can you tell if the noise is coming from underneath you or in front of you? I wonder if it could be wind related...

Had the nittos for about 1.5 years. Put about 25k miles on them and they were still like new. Spent a good bit of time offroading, forest roads, woods, mud, gravel, rocks. Plenty of traction in 4wd, mud no issue. They were just as quiet at 25k miles as they were on day one.

With a multimeter you can check the resistance of the alternator, though without knowing what a good alternator's resistance is it may not say much to test it.
If the truck is off you can check voltage at the battery. Start the truck and test it again at the battery to see what the system...
When you have this happen and see 11.6V at the battery, how are you testing this? With a meter at the battery? If so, does it remain at 11.6V if you disconnect the battery and test again?
If you have low voltage at the battery while it's connected, then you should disconnect it to test it...
