Yes the bracket definitely needs to be cut for the 2" spacers work with bigger tires. If I hadn't cut them a few weeks ago these would be rubbing and probably worst hitting the metal bracket.

Cut fender liner bracket in anticipation of the 2" front spacers. Test fitted 1.5" and they were close. Some members don't have issue with 2" spacers and the bracket but because of the lift it pulled front tires in about 1/4 to 1/2"
Also cut fender liner bracket in anticipation of the front 2" wheel spacers. I test fitted 1.5" spacers and they were really close. I've gained about 1/2" which should be plenty.
