Yes the 12,750 lbs max towing capacity is only with a 4x2 Quad Cab 5.7L eTorque with Max Tow.
Max Tow includes a larger 256mm (10.0”) rear axle to get you that higher 18,350 lbs GCWR, but that’s buried in the fine print.

Yes, having the loaded front axle within 40 lbs of unloaded is good but that’s only part of the story. It’s possible the trailer is too high and there isn’t much weight transfer.
You didn’t say if the WDH was in the 5,740 lb slip. If it wasn’t then you’re subtracting 75-100 lbs from the 540...
Is the 5,740 lbs weigh-in ticket with the WDH still in the truck’s receiver hitch?
Do you have a third weight ticket with the trailer attached but the WDH bars not engaged? That would help
