Only partially true. It really depends more on options selected. My Rebel has a 1608# payload. Once you add things like tech packages, leather, safety systems, etc payload decreases quickly. That's true of any model, not just the Rebel.

I have put CAIs on multiple different vehicles from Mustangs to Jeeps to trucks, etc. I have never experienced any significant gain in MPG.

Are you sure this is under the clear coat? Could be iron staining. If so, there are products that will help remove this. This can happen during railroad transport.
I would absolutely contact other dealers. If you are ordering, why hurry? If you were after a truck on the lot, it gets tough when you find the specific truck you want. But you can order anytime.
