Cost cutting option I am sure, even my Tungsten trim has incandescent bulbs in the visor mirrors. My 21 Limited did as well, I changed them out with LED's but found they were really too bright to use the mirrors.
Looks like a light plug of some sort, I have a Tungsten model so if it is connected to something I should be able to tell. Could be something they "planed" for but didn't use.
