Almost every state the sales tax is based on the MSRP minus dealer discount plus taxable fees.
There may be one somewhere that does it after rebates, but if there is, I can't remember.
There are a number of factors to why we choose to discount our sold-orders differently.
Simple version is that our sold-order process is more efficient, and therefore we can pass that cost off to the customer.

What we see on tracking that is MOST valuable is the ETA for the truck to arrive at it's last rail stop. That's the last KNOWABLE item. Beyond that, it's a range. The tricks don't go FIFO from last rail...
