Yes, I believe one is for use with that tonno cover and the rails bolt to the tonno cover frame. The other rails bolt to the truck bed. At least that's how it seems on Roll n Locks website...

It is definitely part of the ambient lighting and cannot be turned off separately. It also has nothing to do with the upper “glove box” door being open or shut. There is no contact switch to turn it off or on. It is just like the ambient lighting on the doors and footwells. I like it. Sorry...
