The Led housings don't work like that. No bulbs to upgrade.
To your other problem, do you have the bulb in right? Are the leds facing to the left and right? You want the bulb in vertically so the light shines out of the sides.

It’s not just the brightness, it’s also the terrible spray pattern of the lights. If your going to go bulb route, atleast put in the morimoto or diode dynamics bulbs that are designed properly for this application. Not cheap amazon junk.

If you did 70% on the front windows and windshield of ceramic, it cut the heat and UV, and be near unnoticeable to cops.

Good coating, all of them do about the same thing. The self healing feature is cool, but all its going to do is cover up swirls you add to the coating itself. If you like and trust this shop, go for it.
It’s a lot of development then actually assembly and parts you’re paying for. I don’t have an issue paying for something like this knowing how much trial and error would cost me to try to make my own.
