Carfax purchases their info from insurance companies and body shops, as well as many other sources. Police report is irrelevant. If a claim is made through insurance, or a reputable body shop does the work, it will most likely end up in Carfax's system.

It almost looks like that body panel has been repainted. I wonder if that panel was damaged in transit, or on the dealership lot. Maybe the dealership replaced/resprayed that panel. Check around the wheel well and under the front bumper, for evidence of body work. Look for missing clips...
That 2500 duramax was originally a Massachusetts truck. The wheels have evidence of salt corrosion, and I can see some rust on the frame. My guess is the truck is going to have some significant rust underneath.
Many of the 5th gen rams have an HVAC design flaw, that hinders the AC from blowing cold. A quick and dirty solution is to install a small clamp on the heater core hoses. If a dealer had a truck with the dreaded "crappy AC", they very well could have installed a clamp, just to get the truck...
