    I would ask for a complete line-item break down. Sales tax on new vehicles in NC is 3% so it's possible that "User Fee" is taxes but I've NEVER seen any dealership list taxes as anything other than "Sales Tax" on my contract and they list out the separate fees too (DMV, registration, etc.)...
