If your 12v plug has a Battery symbol on it, then it came as "Always On" from the factory. If it has a key symbol on it, Then it came as "ACC ON" from the factory. Some trucks and trim levels are different. Apparently having the plug as Always On, is more luxurious, so it belongs to the Limited...

Not common at all. You probably have a different issue and they didn't realize what it is just yet... I'd say it's more of a control module issue than a mechanical issue.
