It's just coolant that's become gelatinous. I'd say it's more of an orange color vs brown but we're splitting hairs. If I had to guess the coolant splashes up in the reservoir and gets hot. So it starts to change physical properties over time.

Mines the same way and no. Never had any issues. My wife's van is also tinted the same all the way around and we've had it for 5 yrs with no issues think it depends on your jurisdiction mostly. Even though it's illegal none of the depts around me seem to care.
