It's just coolant that's become gelatinous. I'd say it's more of an orange color vs brown but we're splitting hairs. If I had to guess the coolant splashes up in the reservoir and gets hot. So it starts to change physical properties over time.

Mines the same way and no. Never had any issues. My wife's van is also tinted the same all the way around and we've had it for 5 yrs with no issues think it depends on your jurisdiction mostly. Even though it's illegal none of the depts around me seem to care.

I put yellow tint on my stock led fogs from lamin-x. Doesn't change the brightness obviously but I prefer it so much more over the stock color. Just leaving the fogs on all the time changes the color temperature of my surroundings when driving at night. Too much white light makes it hard to see...
