There isn't a pattern there. If you look at the total builds, 4x2's are around teh same % built as 4x4's. Even 4 out of 24 (16%) is around the same % of total trucks built
When I did my build at the dealership, the 26 gallon was an option when I looked at 4x4. When I switched to 4x2, the 26 was no longer an option so I assumed it was standard. I think the standard on the 4x4 is 23 gallon

Not all dealerships accept things like True Value pricing and Tread Lightly affiliate pricing. I am guessing that dealership is looking a dropping those programs.
Are you manually trying each VIN in the browser? I have a powershell script sending web requests for my VIN. Scripting it my help with caching issues if that is why you are seeing different results.

When I went to the dealership a month ago, he told me they wouldn't discount the '21s on the lot much since someone will come and buy it at asking price. The only way I could get good discounts was by ordering a 22.
