Doesn’t look like your ANC is bypassed. The plug coming from under the carpet would be plugged into the bypass, then the amplifier. I have the Alpine system and the ANC bypass goes into the small plug on the amp.
I had the right size bolts and sleeves, just they were too long. The washer provided took up the extra space. I later recieved a bunch of hardware from Hellwig for the end links and those fixed the issue with the bolts. Seems a hit and a miss with Core, but their customer service is pretty...
You could check the connections at the amp to see if there is an inline jumper. That would tell you if it’s bypassed. There should be direct connects from the harness coming out of the carpet for ANC to be present.

IMHO, Nothing wrong with kicking your stock wheels out a bit with spacers. Although mines aren’t OEM wheels, they are OEM knockoffs and pretty close to OEM specs (22x9 +18 vs 22x9 +19 OEM). I am running 3/8 wide Bora spacers with zero issues.
