Can this be rearranged with different options? I would like to get rid of the NAV button and put surround camera.

No sir, can not be done. You can only re arrange the order of those icons by holding them for 1 sec. and moving them around.

You can add a camera shortcut to the top status bar on the top of the screen by swiping down or tapping on the down arrow under the time.
