2019 RAM 1500 5TH GEN VOLTAGE AT 15.8

15.8 volts is pretty high I've asked the dealership and they say it's normal I also have a flicker in my light or a hyper flash it's not from LED headlights because I don't have LED headlights. When I'm driving down the road at night I can see my lights flicker they go bright dim bright dim bright dim bright dim bright dim about as fast as you can read this that's about how fast it is so it's not super fast. To be honest when I rev it up it gets faster. It almost seems as if it's going in sync with the RPMs in the motor as in maybe a coil pack shorting out but you would think I would get a cold or a misfire or something. I'm just wondering if it isn't one of the coil packs that are grounding out on the exhaust stroke of the piston. I say any of this to the dealership and they look at me like I'm crazy. My truck's in the shop right now 99,500 mi my warranty has 500 miles left I'm not picking it up from them until I'm satisfied that everything's fixed cuz I'm having other issues also I've already had my front end replaced my half shafts replaced and probably like everyone else my exhaust manifolds replaced. Don't get me wrong I love my truck but these couple of issues are really starting to bother me. My front end is definitely going out again my half shafts again they made them too short or something I don't get why they don't fix that. But I'm getting off subject here as my question is I don't know what to say to the dealership to get them to actually take me seriously they already replace the alternator I've put a brand new battery in it and the voltage is insanely high as far as I'm concerned I've seen it as high as 16 volts

Should have nothing to do with coil packs, unless one is causing EMI and maybe throwing off the charging system, this however is highly unlikely.
Presuming that all the connections are clean and tight, sounds like a problem with voltage regulation, caused either by the PCM, alternator sense or field control circuits.
