Etorque serpentine belt replacement

I am having the hardest time figuring out how 2 get enough tension off of pulley to put serpentine belt on.. Does anyone know how to get the lower belt tensioner to move. Tried to use bracker bar, but no movment.

Thank you so much for providing those snapshots, I was able to finally replace the belt. Had to remove strike plate bracket, Then reinstall bracket at the end of procedure. I would not have known to remove bracket first without your pictures. Thank you
