Today is 2 weeks that my truck has been in the shop and still not located the noise. They have now declared it to corporate to get assistance on a fix.

The loaner I have is 2019 5th gen and it does not have any sound. Its really quiet. The only difference is its a 4x2.

No the sound is constant AC on or off, in any setting it stays constant at about 45MPH.

Follow up the re-circ door did not fix the issue. Back to the drawing board. Almost at the point, the truck has been in the shop as long as I have owned it.
