Both. I kept mileage when tank was full 3 separate times and same thing after I run a tank after I plugged it in. And also the gauge on the dash that shows mpg has stayed at lowest 3.5 higher than when I first got the truck.
It plugs into the obd 2 port increases HP and mpg. There's a few different brands most used for turbo or super charged engines but I had one on my jeep and it made a difference in mpg by a lot and in this 5.7 it's the same thing as well as response time.
