I just finished a test of 295/70/18 vs. 35X12.5
I have a 2" Ready Lift Level Kit.
Tried both sets of tires on TRX take off wheels (18X9 +19)
I felt the 295's looked too similar to stock. So crazy what a tiny difference in size makes. The 295s placed next to the 35s off the rack look so...

35X12.5 BFG KO2
1.5" Hub Centric Spacers (77.8MM bore...... critically important, do not get fooled for 88.1MM!!!)

I think I'm experiencing the same issue HSKR R/T did. I bought 1.5" spacers off Amazon which "fit my vehicle" - according to Amazon with the spacer's stated bore of 78.1. I installed the spacers on my Rebel with the OE wheel/tire package. The spacers sat flush against the bearing assembly but...
That's right around where I am, too. Each of my 4 corners is slightly different, but all are roughly between 40" and 40.5", taking into consideration my 2" level.
Also, I'm at 80" to top of shark-fin. Compare that to the stated height for all trims on a 31" tire of 77.6". Add plus 1" given...
Also, I'm guessing my distance was 21.75" before my level kit. I'm at 23.75" driver side and a hair shy of 24" passenger side with my 2" level. So I could have been closer to your measurement pre-lift. Wish I had measured it prior to installation.
Found previous quote from another thread. Notice Tac747 does not have a Rebel but has roughly same distance. Good question about the fender flare. Who knows?!
You read the same info from Readylift that I did which triggered some of my confusion. They are convinced Rebel's do not have 1" lift. This is what triggered my curiousity and confusion.

Thanks AlaskaGT. From the Readylift chatter in Q&A, it sounds like some Rebels have the lift and some don't. By any chance are you able to measure the distance between the center of your hub and the lip of the fender, both front and rear? I'm at 24" at the rear. If yours is closer to 25"...
