The owner of our local shop that is going to put ours in talked like it was a must (I know people have had them check out fine not needing it) but something being off even a degree or two could make a huge difference for these systems, mostly the lane departure and forward collision. Better safe...
No problems with ours for a while now. Oddly seems like a break in thing for some reason, because for the first month and a half to two months it didnt hit full. So per my experience give it time. You're not going to get a 26 gal fill up at empty, they've left a buffer there. Just give it time...
You could try it without removing, may just have to work around them, would be pretty tight or hard to see though. If you have all the fasteners out it's just a matter of getting the liner out from behind the flares and flaps. Usually grabbing in the center and pulling toward you will allow it...

It's pretty well known on here that E doesn't mean E, they have a buffer there so people dont run out is what we assume.
Give it some time, like I said ours goes to full everytime now. But first couple months every fill up it wouldn't.
So sounds like bad communication between the dealer and FCA even, if they didnt know if they had to hold it or not. Then stupidity of them thinking it wasn't relevant they didnt need your truck, sounds like no one cared enough to try to get it back to you, apparently they dont think it's a big...
