    PLEAES NOTE MY POST ON Sept 11, 2019 #427 I had the same exact "howl" noise. The cause was a very small air leak inside the cowl panel plenum. The fix is to Seam seal it and noise was GONE!!!!! (I posted pics too)

    Yes it probably would work to just add seam sealer. If you look at my pics, you can see a small hole in between the two layers of metal. We covered that whole seam and the driver side area with masking tape and were able to make the noise go away. I just shaved the original off just to make dang...

As far as taping up part of the cowl vent panel, I was only referring to doing it temporary on a road test just to try to help isolate and pin point the cause of the noise.
