All brands have same recommended rim width range, manufacturers put that in specifically as the ideal rim width. Yes you can run 13.5 on a 9" rim safely with normal wear.
I'd want to try these on the stock 22s, just not sure of the fender rub and what spacer you'd need to pull them away from...
Actually recommended min rim width range for 13.5 is 8.5. So yes they will fit on a 9" stock wheels without issue.

13.5" wide in 33 or 35 fall within recommended rim width range starting at 8.5" wide. So yes stock rins cannot accept this tite size.. I am thinking to put this size in my stock 22s. Also curious if anyone has tried.
