My Limited has the same intermittent issue but I haven't been able to figure out what triggers the delay. When I mentioned it to my dealer he said it was normal. I guess until F.C.A. figures it out I'll have to live with it. My Ford and Lincoln did not have that problem so why should it be...
The oil filter is definitely in a bad place on the 5.7L. I use several layers of aluminum foil as kind of an aqua duct to direct the oil and cover the steering rack. They should have used a remote setup or installed a plastic gutter like Ford does.

Looks like corrosion on the aluminum as well. That wouldn't be normal in Florida but in snow country where they use chemicals on the road to melt the snow it is very common.
Welcome to life, when the problem is intermittent it could take awhile so the better you can troubleshoot the problem the faster it will force them to fix it.
