Looking to getting info on the how-do's and where to do's while planning a late summer trip to the Outerbanks.

I went to the Outer Banks a few years ago. If you are looking to drive on the beach I believe the only place to do this is the northern end of the island. The main road going through the island turns into beach eventually. It's free and there around 12 miles of beach you can drive on IIRC. Very pretty and you will see many tame wild horses. I had my Tahoe at the time and it was a great trip. Just wish I had been able to stay on that end of the island more. I'm planning to go back eventually.
