Left the dealership with this thing hanging. One of the techs told me just tuck it up under

GPS Tracker maybe. Some dealerships install them so they can track the vehicle if it gets stolen from the lot.

It should be plug-in and not require any cutting, except maybe a zip tie or two. There have been several threads about them. It may be in the fine print of your lease or finance agreement that it has to be there, and you could get in trouble if it goes dead suddenly.
